If you have been arrested for drunk driving in New York City and refused a breathalyzer test, your license will be suspended until there is a refusal hearing at the Department of Motor Vehicles. The hearing will take place withing 15 days of your arraignment and will happen in lower Manhattan at 19 Rectors Street, Second Floor. If the police officer does not appear at the first hearing, it will be rescheduled and you will be given your license back.
